Te Uru Kahika Transport Special Interest Group (TSIG) and Waka Kotahi have updated the Regional Land Transport Plans (RLTP) Guidance.
RLTPs are the primary documents guiding integrated land transport planning and investment within a region. An RLTP sets the next 10 to 30-year strategic direction for a region’s transport network. It describes the long-term vision and identifies the short- to medium-term regional investment priorities to move towards this vision. An RLTP should also include a regional programme of transport activities proposed for funding over the next 3–6 years.
For the first time, the Government Policy Statement on Land Transport 2024 (GPS) is likely to provide a view across all funding sources, not just the National Land Transport Fund (NLTF). This reflects the Government’s desire to take a more comprehensive, system-based approach to land transport investment.
Waka Kotahi will remain the decision-maker on which activities are included in the NLTP and eligible for funding from the NLTF. RLTPs will continue to be the key input to the NLTP. As Waka Kotahi also plays a role in advising on Crown-funded investment priorities, including through annual budget processes, Waka Kotahi will rely on RLTPs to provide this advice.
This means that RLTPs will need to provide a view of activities that could be funded from multiple sources, including the NLTF, Climate Emergency Response Fund (CERF) and other Crown funding.
The RLTP guidance document presents best practice guidelines for developing an RLTP, covering all sections of the document. The intention is to help Council produce consistent RLTPs to better support funding and decision making by Waka Kotahi.
Councils can decide to undertake a full review of an RLTP, if there has been a significant shift that impacts the strategic context and potentially the strategic framework. For example, emissions reduction plans, urban VKT reduction programmes or significant changes to the GPS.
The guidance covers how councils can include activities in their RLTPs that are identified in the new urban VKT reduction programmes being developed for Tier 1 and Tier 2 urban areas in coming months.
You’re encouraged to use this guidance in conjunction with the RLTP templates. The templates help you develop content for specific areas of the RLTP.
