The landscape for the 2024-27 NLTP development is challenging, and we are expecting similar funding constraints as last time, based on current forecast revenue and programme commitments.

The Emissions Reduction Plan (ERP) has changed our investment focus to outcomes that enable New Zealand’s transport sector to deliver the 41% emissions reduction by 2035. To facilitate this we’re developing a National Vehicle Kilometres Travelled (VKT) Reduction Plan which will provide you with the building blocks to help you develop your own plans to meet the government’s regional targets. The Plan will provide the framework for you to work with our team to develop your regional response.

This NLTP period we’re focusing on investing in a programme of activities that will deliver wider benefits across the region and for the whole transport system, rather than funding one-off activities with a single outcome.

As a result of this shift, we’ll be looking to build the NLTP in quite a different way. We’re looking for the big opportunities that achieve the best outcomes being sought in the ERP, the 2024 GPS and other government strategies. Adopting this approach will provide greater certainty with funding for the development, maintenance and improvement of your land transport system beyond the traditional three-year period.
