NZ Transport Agency Waka Kotahi (NZTA) and our investment partners use the Business Case Approach (BCA) to guide our planning, investment and project development processes. This guidance is to help you understand the BCA and how to use it when developing business cases for investment through the National Land Transport Programme (NLTP).
Our BCA provides flexible building blocks, and once you are familiar with the principles and requirements you will be better able to adapt it to your particular situation and proposed investment.
This guidance is designed to be used alongside online learning resources developed by NZTA, which are available to our partner organisations.

We’ve also compiled resources, including tools, templates and information sheets, and supporting guidance including how to engage with stakeholders, how to debrief after your business case, frequently asked questions, and a glossary of terms commonly used in the BCA.
