Wellington railway station upgrades – construction funding

Purpose

To seek the Board's approval for funding for Greater Wellington Regional Council's programme of railway station upgrades to accommodate the new Electric Multiple Units.

Resolutions

The NZ Transport Agency Board:

  1. approves funding for the construction of the first phase (15 stations) of Greater Wellington Regional Council's railway station upgrade project, at an estimated cost of $9.0 million and a funding assistance rate of 60% (NZ Transport Agency's share $5.4 million) from N funds, and additional funding assistance of 30% (NZ Transport Agency's share $2.7 million) from C1 funds;
  2. approves an extension to the procurement procedure approved by the Land Transport New Zealand Board in July 2007 (Board paper 07/07/2013) to include all phases of Greater Wellington Regional Council's station upgrade works;
  3. notes that the construction cost for the complete railway station upgrades project (53 stations) is estimated at $19.0 million, the 95th percentile construction cost is estimated at $25 million and the 5th percentile at $17 million;
  4. notes the reasons for this decision are as set out in the Reasons for recommendation section of Board paper 08/09/0047; and
  5. agrees to take Board paper 08/09/0047 out of Committee when the Board has published the notice of decision.

Reason for the decision

The assessment profile for the project has been determined as being of high seriousness and urgency, high effectiveness and low efficiency, which warrants funding from the NLTP.

The project contributes positively to GPS targets, particularly the growth of passenger transport and reducing the use of single occupancy vehicles, by encouraging travel by a safer and more sustainable mode than private vehicles. The project also contributes positively to LTMA objectives of improving access and mobility, assisting safety and personal security and ensuring environmental sustainability.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
