SH16 and 20 Auckland Western Ring Route completion package endorsement – further investigation and property funding

Purpose

To seek the Board's endorsement of the NZTA's Western Ring Route Completion package and its approval for funding its further investigation through to preliminary design and for its associated property purchase in the Auckland region

Resolutions

The NZ Transport Agency Board:

  1. endorses the New Zealand Transport Agency's (NZTA's) Western Ring Route Completion package;
  2. approves funding for the further investigation through to preliminary design of the NZTA's Western Ring Route Completion package, at an estimated cost of $37.16 million from R and/or N funds, subject to:
    1. hold points when the macroscope has been established for the key projects or combinations of projects that comprise the package to enable Board endorsement of the preferred options; and
    2. fulfilment of the conditions of funding applied to the funding for investigation of the combination of projects comprising the Waterview to Royal SH16 improvements, as set out in Board paper 07/07/2025 and shown in Attachment 2;
  3. approves funding for property purchase associated with the package at an estimated cost of $37.85 million for R and/or N funds;
  4. notes the reasons for this decision are as set out in the Reasons for recommendation section; and
  5. agrees to take Board paper 09/08/0234 out of Committee when the Board has published the notice of decision.

Reason for the decision

The assessment profile for the WRR Completion Package has been determined as being of High strategic fit, High effectiveness and Medium efficiency.

The package contributes positively to the NZTA's Investment and Revenue Strategy, which gives effect to the GPS through the NLTP. In addition to its high strategic fit to GPS impacts, it provides an integrated and optimized transport solution when considered in conjunction with the investment in public transport in Auckland.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
