To seek the Board's approval for funding the construction of the NZ Transport Agency's SH1 Newmarket Viaduct to Green Lane auxiliary lane project in the Auckland Region.

The NZ Transport Agency Board:
The assessment profile for the project has been determined as being of high seriousness and urgency, medium effectiveness and medium efficiency.
The project contributes to LTMA objectives of economic development, by addressing a serious issue of deteriorating travel times and trip reliability on a critical section of SH1, as well as public health through noise mitigation, and environmental sustainability through improved stormwater management and improved vehicle operation.
However, the benefits of the project are not likely to be sustained and in the longer term travel demand management is anticipated to be needed in addition to ramp metering.
Once the Central Motorway Improvements package is completed, improved ease of travel through this part of Auckland may result in induced traffic, possibly switching from public transport, which would reduce the project's benefits.
It is confirmed that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
