Purpose
To seek the Board's approval for funding the design of Chatham Islands Council's Owenga Wharf replacement project at Owenga on the east coast of Chatham Island.

Resolutions
The NZ Transport Agency Board:
- approves funding for the design of Chatham Islands Council's Owenga Wharf replacement project from the targeted community fund (N funds) at an estimated cost of $65,000 and a funding assistance rate of 97% (NZ Transport Agency's share $63,050);
- delegates to the NLTP Review Group approval of funding for construction of the project at an estimated cost of $1.6 million (NZ Transport Agency's share $1.55 million) from the targeted community fund (N funds), subject to the new structure being funded as an uneconomic roading facility;
- requests the Chief Executive to advise the Chatham Islands Council that the new structure, if funding is approved by the NLTP Review Group, will be funded as an uneconomic roading facility and, as a consequence, that there will be no funding assistance from the NZ Transport Agency for on-going maintenance of the structure in the future;
- notes the reasons for this decision are as set out in the Reasons for recommendation section; and
- agrees to take Board paper 08/09/0049 out of Committee when the Board has published its decision.
Reason for the decision
The assessment profile for the project has been determined as being of medium seriousness and urgency and high effectiveness. The wharf is considered an uneconomic roading facility.
The facility qualifies for funding from the targeted community fund and fits the criteria under the NZTA funding policy recommended to the Board for the use of this fund.
The project contributes positively to the LTMA objectives of assisting access and mobility and assisting safety and personal security.
We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
