Purpose
To seek the Board's approval for funding the design of the NZ Transport Agency's (SH1) Memorial Avenue to Yaldhurst Road 4 laning project in the Canterbury region.

Resolutions
The NZ Transport Agency Board:
- approves funding for the design of the NZ Transport Agency's SH1 Memorial Avenue to Yaldhurst Road 4 laning project at an estimated cost of $980,000 (NZ Transport Agency's share $980,000) from R funds;
- notes that the construction cost (including property acquisition and escalation) for the project is estimated at $17.4 million, the 95th percentile construction cost is estimated at $25.9 million and the 5th percentile at $16.5 million;
- requests the Chief Executive to undertake an assessment of the Western Corridor package of activities prior to consideration of any individual project within the package for construction funding;
- notes the reasons for this decision are set out in the Reasons for decision section; and
- agrees to take Board paper 08/08/0024A out of Committee when the Board has published its decision.
Reason for the decision
The project contributes to the NZTA's objective to undertake its functions in a way that contributes to an affordable, integrated, safe, responsive, and sustainable land transport system (including its social and environmental responsibility) in an efficient and effective manner by:
- ensuring that planning for improvements required to maintain a safe and efficient state highway network is undertaken in a timely and cost effective manner, and
- ensuring that planning takes account of the GPS and relevant RLTS.
On balance we consider that the project will contribute to improving safety, access and mobility and economic development. It will contribute to GPS targets and is mostly neutral in respect to the other LTMA objectives.
We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied,and that the matters in section 20(3) have been taken into account.
