Purpose

To seek the Board's approval for funding Hastings District Council's Crosses Road cycling path in Hawkes Bay region.

Resolutions

The NZ Transport Agency Board:

  1. approves funding for the construction of Hastings District Council's Crosses Road Cycle Path project at an estimated cost of $1,035,000 with a funding assistance rate of 61% (NZ Transport Agency's share $631,350 ) from N funds, subject to:
    1. NZTA assessing, and providing feedback on, the reviewed walking and cycling strategy and implementation plan, prior to Hastings District Council adoption.
  2. notes that a Hastings District Council cycling strategy is in place, and has been reviewed and taken into account in this decision; and
  3. notes the reasons for this decision are as set out in the Reasons for recommendation section; and
  4. agrees to take Board paper 08/11/0095 out of Committee when the Board has published the notice of decision.

Reason for the decision

The assessment profile for this activity has been determined as being of high seriousness and urgency, high effectiveness and low efficiency.

Walking and cycling facilities contribute to many of the NZTA objectives and GPS targets. Cycling provides mode shift away from single occupancy vehicles and into active modes, increases cycle trips, provides health benefits, and reduces cycling related accidents by providing safer routes.

The Crosses Road cycling project aims to increase the safety of cyclists currently traveling on inappropriate facilities between Havelock North and Hastings and provide an alternative mode choice for travelers. The project is part of Hastings District Council's cycling strategy which aims to increase cycling trips and active modes within the community.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
