Purpose

To seek the Board’s approval for funding the final property purchase, design and construction of Christchurch City Council’s Transport Interchange in Canterbury region.

Resolutions

That the New Zealand Transport Agency Board:

  1. approves a capped funding contribution of $47.38 million (NZ Transport Agency’s share $28.43 million) toward Christchurch City Council’s Transport Interchange project as set out in the table below:

  1. agrees that the NZ Transport Agency (NZTA) will forgo any benefit that may be obtained from the sale or use of development rights at the transport interchange site;
  2. notes that the NZTA retains an interest in the property acquired for the project as described in the Property Agreement between NZTA and Christchurch City Council;
  3. notes the reasons for this decision are as set out in the Reasons for recommendation section; and
  4. agrees to take Board paper 09/12/0318 out of Committee when the Board has published the notice of decision.

Reason for the decision

  1. The assessment profile for this activity has been determined as being of High strategic fit, High effectiveness and Medium economic efficiency.
  2. Christchurch City Council’s Transport Interchange contributes to the NZTA’s Investment and Revenue Strategy, which is intended to give effect to the GPS. It also contributes to the economic development, access and mobility and environmental sustainability objectives of the NZTA by enhancing the provision of transport choice through investment to improve public transport infrastructure.
  3. We confirm that the matters in sections 20(2) and 20 (5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
