Here you’ll find information to outline how the NZTA pipeline of work supports the national Infrastructure Pipeline to provide industry with information and insights to help coordinate and plan.
The State Highway Investment Proposal (SHIP) is NZTA’s 10-year pipeline of work. It outlines the investment NZTA seeks for state highway maintenance, operations, renewals, and improvements to enhance safety, resilience, accessibility, and support urban growth. The SHIP is refreshed every three years with the current proposal released in 2024.
The SHIP is a key input into Regional Land Transport Plans which inform the National Land Transport Programme. Funding decisions for specific projects and activities in the SHIP are made as part of the National Land Transport Programme process.
State Highway Investment Proposal 2024-34
The NLTP is a three-year programme that sets out how NZTA, working with its partners, plans to invest the National Land Transport Fund. Activities in the NLTP must reflect the priorities in the most recent Government Policy Statement on land transport (GPS). The NLTP includes regional and national activities in areas such as public transport, road maintenance and improvements (including for state highways), walking and cycling, road policing and promoting road safety.
2024-27 National Land Transport Programme
The Infrastructure Pipeline (the Pipeline) provides a clear view of infrastructure initiatives across New Zealand, regardless of their funding status. It was created by the New Zealand Infrastructure Commission, Te Waihanga (Te Waihanga). The Pipeline aims to build capacity and capability for future infrastructure delivery.
NZTA works collaboratively with Te Waihanga providing significant transport infrastructure projects by region, scale, proposed timing and funding status to the Pipeline.
