Over the next six months the NZ Transport Agency (NZTA) intends to invite applications for the appointment of a new inspecting organisation or organisations to carry out the border inspection of used vehicles in New Zealand and in Japan.
The Ministry of Agriculture and Forestry (MAF) currently undertakes an inspection of all imported used vehicles on behalf of the NZTA. This inspection for structural damage and other vehicle details is undertaken at the same time as the MAF biosecurity inspection.
As a result of a recent review of the biosecurity system, and moves by the used vehicles industry in Japan to better manage biosecurity risks offshore (including the implementation of off-shore cleaning systems), MAF is moving to a new system for processing some imported used vehicles from Japan. This means that MAF will use risk assessment to determine when to inspect used vehicles at the border, and the NZTA will need to appoint another organisation to take responsibility for their border inspection process.
Over the next six months the NZTA intends to invite applications for appointment of a new inspecting organisation or organisations in terms of Rule 2.2 of Land Transport Rule: Vehicle Standards Compliance 2002 (the Rule). It is intended that the selected organisation(s) will be appointed from 1 July 2011. On the 27th August 2010 the NZTA sent out a notification to the industry regarding the planned change to the NZTA Border Inspection Agent.
An application package for those organisations who want to apply to be appointed as a Border Inspection Organisation will be available for distribution in the first week of October 2010. We are now asking for organisations to register their interest with the NZTA to receive a copy Border Inspection Organisation application package.
