The NZ Transport Agency (NZTA) is seeking feedback from public transport stakeholders on proposed changes to its Procurement manual and operational policies to implement the new Public Transport Operating Model (PTOM).
The new model has been developed in order to increase value for money from public transport investment through a combination of planning, funding, procurement, and partnering tools and incentives which will help regions and public transport operators build stronger collaborative relationships. It covers all public transport modes – bus, ferry and rail.
These tools enable good network planning, good contract design and partnering between public transport operators and approved organisations (i.e regional councils and Auckland Transport). The new model is expected to deliver value for money benefits over the long term.
The NZTA has an important role to play in developing operational policy to support the new model and is now beginning a consultation process to gather feedback from operators and approved organisations on the draft ‘Consultation to support the implementation of PTOM’ document. Consultation on updated Regional Public Transport Plan Guidelines is planned for later this year.
Submissions for the current round of consultation close on 21 June 2013.
