This portal can now be used by people who don’t hold a Transport Service Licence.

You can now log in to the new permit portal and create your operator account. Operator accounts should be held by the person who'll have oversight of all permitting in your organisation. These accounts will have full permissions in the system to add users, manage permits and save TSL details.
A vehicle doesn't have to be in your library to apply for a permit, but it'll make the application process faster.
You'll need to log in to the new permit portal using a RealMe login.
It doesn't need to be a verified RealMe login.
All government agencies must implement identity verification services on digital platforms to meet security requirements. It’s a government requirement for agencies to use RealMe rather than develop our own authentication and identity verification systems.
If you don't already have one, it's easy to set up a non-verified RealMe login online.

The first time you log in, you’ll be asked for your name and email address. You'll need to verify your email address and phone number using the Send code button. Then you'll go the new portal dashboard.
You can view active permits and vehicle information in the old portal until the system has fully transitioned.
Up to 1 Feb 2025 you'll have read only access to information in the old portal.
