Waka Kotahi NZ Transport Agency consulted on the Land Transport Rule: Traffic Control Devices (Kura/School Signs) Amendment 2021 (proposed Rule) and the changes it would make to the Land Transport Rule: Traffic Control Devices 2004 (the TCD Rule) between 4 November and 17 December 2021.
A total of 564 submissions were received and the Land Transport Rule: Traffic Control Devices (Kura/School Signs) Amendment has been approved by the Minister of Transport and comes into force on 5 April 2022.

The Kura School signs will be required to be used by Road Controlling Authorities when existing signs on the network need to be replaced or new signs are introduced to the network. Existing English-only school signs remain legal traffic signs until they are replaced.
Traffic signs need to be safe and effective. Their design, complexity and length all have an impact on reading comprehension and driver performance. Waka Kotahi has researched overseas experience with bilingual traffic signs, and considered guidance from Te Puni Kōkiri in developing Kura School signs.
