2018-21 NLTP Activity classes and work categories

This page explains what activity classes and work categories are and how they fit together.

The Investment Management activity class covers transport planning, sector research and investment in the funding allocation system activities.

Activities delivered under the promotion of road safety and demand management activity class promote the safe, efficient and effective use of the land transport network through education, advertising, raising awareness and provision of public information.

The walking and cycling activity class comprises improvement activities, delivered either as walking facilities or cycling facilities, the latter including shared walk- and cycleways.

Public transport comprises one activity class that incorporates two types of activities; existing programmes and improvements. This section provides guidance and information on requirements for public transport programmes and improvements, as well as work category definitions and investment conditions.

The rapid transit activity class comprises of improvement infrastructure activities that substantially increases the capacity to move large numbers of people.

The transitional rail activity class comprises of investment in transitional rail infrastructure improvements that support increases in urban and inter-regional rail services for passengers accessing housing, major employment areas and major metropolitan areas, and, where demand is outstripping capacity, improves reliability or reduces conflict between freight and passenger trains.

Road maintenance covers two activity classes; Local road maintenance and State highway maintenance. This section provides guidance and information on requirements for a road maintenance programme and work category definitions and investment conditions.

Road improvements consist of local road, state highway and regional improvements activity classes as well as the Crown funded Accelerated Regional State Highway Programme activities.

The road policing activity class provides for funding for the Road Policing Programme which is prepared every three years linked to the NLTP cycle. Waka Kotahi NZ Transport Agency Board recommends the programme to the Minister of Transport who approves it. Road safety is the main priority targeted by the programme with access, environment and value for money as further priorities.
