Introduction

This page describes the coastal shipping activity class and provides links and context for coastal shipping activity requirements, work category definitions and guidance.

We (Waka Kotahi NZ Transport Agency as investor) manage this activity class as a nationally delivered activity.

The coastal shipping activity class supports investment to embed mode neutrality and choice for freight transporters, to allow New Zealand flagged coastal shipping to operate on a level playing field with other freight operators, and to enhance the sustainability and competitiveness of the domestic sector. The coastal shipping activity class also reflects the government’s interest in partnering with industry to understand the challenges facing coastal shipping, and working with it to address these challenges.

Qualifying for National Land Transport Programme (NLTP) consideration

To qualify for consideration for inclusion in the NLTP, and subsequent approval of funding, the following conditions must be met:

  • Any proposed activity is eligible if it meets the definition of the coastal shipping activity class in the Government Policy Statement on land transport (GPS) 2021 and the appropriate work category definition in this knowledge base.
  • Waka Kotahi (for its own activities) must comply with the Waka Kotahi Procurement manual and procurement rules, as well as any relevant standards and guidelines listed in the Waka Kotahi NZ Transport Agency register of network standards and guidelines register for land transport.

Waka Kotahi submits these activities as a single line item for each work category using the improvements module in Transport Investment Online (TIO).

Profiling and prioritising activities

Coastal shipping activities are evaluated and prioritised in accordance with the methodology set out in the Waka Kotahi coastal shipping request for proposal (RFP) document.

  • identify key challenges and opportunities
  • develop an investment framework for prioritising investments
  • identify a range of potential investments and interventions that would support a more resilient, sustainable, and competitive domestic coastal shipping sector.
