Introduction

This section provides guidance to Approved Organisations and the NZTA (State Highways) on applying to vary their programmes.

Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. variations may include:

  • adding a new activitiy and withdrawing an activity that is no longer required (NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied variation),
  • a cash-flow adjustment,
  • a cost scope adjustment,
  • a delegated transfer of funds between activities within groups,
  • declaring surplus budget Excess funds which must be declared as soon as they are identified.

    ,
  • a request for supplementary allocations,
  • a request for end of year carryover of allocations.
There are 4 different processes which can be used to vary programmes. Selection of the correct process is dependent on the activity class and type of variation. Information on which process should be used is provided in the sections below (click on the section title to go to the process).

Adding new activities

    and Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. Variations process should be used;

Amending existing activities

To change an existing activity, organisations should request a change to the activity using the Review Module of Transport Investment Online (TIO The NZTA's web-based funding allocation system. ).  This ensures that the correct information is captured AND decisions are made in a timely manner.

Declaring surplus budget Excess funds which must be declared as soon as they are identified.
Early declaration of excess funds will not preclude the later consideration of a request for reinstatement of funds. Such requests will be given first priority for available funds.

Any excess funds that are forecast as not being needed to complete an activity must be declared as soon as they are identified.

Early declaration of excess funds will not preclude the later consideration of a request for reinstatement of funds. Such a request will be given first priority for available funds.
