RTC provides feedback on decisions to Approved Organisations and the NZTA (state highways) - overview

 

Introduction

The Regional Transport Committee (RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. ) should provide feed-back to Approved Organisations and the NZTA (state highways) on the decisions it has made to exclude activities from the Regional Land Transport Plan (RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. ) where it has a significantly different priority order than would have been suggested by the Approved Organisations’ and the NZTA’s (state highways) own assessments.

 

Communication of decisions

Under section 18B(2) of the Land Transport Management Act 2003 (LTMA The Land Transport Management Act 2003, as amended from time to time. ), the RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. is required to provide the Approved Organisation or the NZ Transport Agency (state highways) written advice of the decision and the reasons for the decision to exclude any proposed activity at the time it lodges the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. with the Regional Council for approval, together with its reasons for doing so.

 

The NZTA recommends that the RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. provides feed-back on such decisions at an earlier stage, in part to provide the applicant with an opportunity to provide incomplete information or to modify its proposal to comply with LTMA The Land Transport Management Act 2003, as amended from time to time. requirements, if these are the reasons for the RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. ’s decisions.

 

There is also an expectation that the RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. will enable a form of moderation as it develops its RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. amongst Approved Organisations and the NZTA as a forum to communicate issues, to provide opportunities for input to the prioritisation process and to enable robust debate about the outcomes the programme will achieve.
