RTC reviews completeness and eligibility of activities - overview

 

Introduction

This section covers information on the Regional Transport Committee’s role to review the completeness and eligibility of activities from Approved Organisations’ and the NZTA’s (state highway) transport programmes/proposals and to decide whether to accept these.

 

This step is equivalent to a similar step in the AO Local Transport Programmes process.

 

Overview information

The Regional Transport Committee (RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. ) is responsible for developing a Regional Land Transport Plan (RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. ) under the Land Transport Management Act 2003 (LTMA The Land Transport Management Act 2003, as amended from time to time. ).  Approved Organisations and the NZTA (state highways) are required to assess each activity or combination of activities they propose for inclusion in the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. .

 

The assessment must be in the form and contain the detail required by the RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. , taking into account any prescribed requirements of the NZTA. The form of the assessment and detail required by the NZTA is provided in the appropriate Transport Investment Online modules and fields.

 

The RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. must be in the form and contain the detail that the NZTA prescribes to RTCs as discussed in the general guidance on developing an RLTP.

 

The checklist in this Knowledge Base sets out the NZTA’s completeness requirements for activities to be considered by an RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. for inclusion in an RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. .

 

The RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. also needs to check the eligibility of activities for funding assistance from the National Land Transport Fund (NLTF The fund established under section 10 of the LTMA ) against activity class and work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
criteria.

 

The RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. should not accept activities or combinations of activities that do not meet these requirements. It should provide feedback to the Approved Organisation or the NZTA (state highways) as to why the activity is not being accepted and provide an opportunity for the activity to be updated to enable it to be included in the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. .
