RTC updates/amends RLTP in response to submissions & feedback - overview

 

Introduction

The Regional Transport Committee (RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. ) may need to update and/or amend the Regional Land Transport Plan (RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. ) in response to submissions from its consultation of the RLTP and as a result of negotiations between Approved Organisations/the NZTA (state highways) and the NZTA (planning & investment).

 

Updating/ amending an RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied.

There are two reasons for an RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. updating/amending an RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. .  In response to:

  • submissions received from affected parties and the public during the consultation of the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. , or
  • Approved Organisations and/or the NZTA (state highways) amending their transport programmes as a result of negotiations with the NZTA (planning & investment).

 

Where a change in an Approved Organisation’s or the NZTA’s (state highways) programme is proposed, this will require the Approved Organisation or the NZTA (state highways) to agree to amend activities in its programme in Transport Investment Online.

 

It is expected that updating or amendment of the draft RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. will be a matter for discussion and agreement by the RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. or its Regional Advisory Group.

 

While shown as a discrete step in the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. process, it is likely to be more or less a continuous process until the RLTP is sent to the Regional Council for approval.

 

Protocols

RTCs should develop protocols around the submission, updating and amendment of programmes by Approved Organisations and the NZTA (state highways). A balance should be achieved between locking down a programme for the RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. ’s assessment/ prioritisation and the need for flexibility to update and amend programmes in response to feedback from consultation and negotiations with the NZTA (planning & investment).

 

RTCs should recognize that the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied is a “snap-shot” in a continuous process of programme development and management.
