NZTA moderates draft RLTPs - overview

 

Introduction

The NZTA will consider and moderate internally the draft Regional Land Transport Plans Plans describe the tactics to give effect to a strategy. They are specific in content, action oriented and outputs focussed, resulting in a tangible set of activities to be delivered within a clear timeframe. (RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied. ) on a national basis.

 

Objectives of moderation

The objective of this moderation is to:

  • gain an understanding at a strategic level of regional priorities and proposals
  • ensure that, as much as possible, a consistent approach to prioritisation and programming exists across the RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied.
  • understand anomalies and exceptions, e.g. R funding driving lower priority activities in Gisborne,
  • inform regional submissions, if any, on RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied. , and
  • inform development of the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied and refine activity class allocations.

 

Structure of moderation

The moderation will be internal to the NZTA and conducted at a national level, led by the National Manager Investment, with support and involvement from national and regional office staff, including Strategy & Performance.

 

It is envisaged that this moderation will be conducted over one or two sessions.

 

Guidance

Specific guidance will be provided by national office staff as necessary.
