From late-April to late-June 2025, the Wellington Transport Alliance (WTA) will be making safety improvements and competing a road rebuild on State Highway 2 near Totara Park in Upper Hutt.
WTA will be completing drainage works, rebuilding the road, and installing median safety barriers. These improvements will make this section of the state highway safer and more resilient.

Drainage works
The drainage works will begin in late April 2025 and finish in mid-May 2025. We are installing new stormwater pipes to help drain water off the road surface. This helps prevent potholes and ensures a more resilient and long-lasting road.
During the drainage works, State Highway 2 will be closed at night for southbound traffic between Totara Park Road and Mangaroa Hill Road/Fergusson Drive. Southbound traffic will need to detour via Fergusson Drive. Northbound traffic can travel on State Highway 2 at a reduced speed. State Highway 2 will be open in both directions during the day with a temporary speed limit.

Road rebuild
The road rebuild will begin in mid-May 2025 and finish in early June 2025. The road’s base has reached end-of-life and needs to be rebuilt. We will need to excavate the road to around 300mm and rebuild back up.
During the road rebuild, State Highway 2 will be fully closed at night between Totara Park Road and Mangaroa Hill Road/Fergusson Drive. Traffic will need to detour via Fergusson Drive. State Highway 2 will be open in both directions during the day with a temporary speed limit. Due to the road rebuild, the road surface may be uneven during the day.

Median safety barrier installation
The median barrier installation will begin in early-June and finish in late June 2025. WTA is continuing the work that began in 2023 to install median barriers in Upper Hutt. Research shows median barriers virtually eliminate head-on crashes and reduce deaths and serious injuries from run-off-road crashes by around 40 to 50 percent.
