Stage 1 and stage 2 of the Hawke’s Bay Expressway project are running in parallel.

This allows us to move at pace and deliver the project quicker and more efficiently.
While we are planning for stage 2, we are also progressing the detailed design and consents for stage 1 and undertaking stage 1 enabling works to prepare the ground for four-laning.

Stage 1 construction is pending approvals and funding, but is expected to start in late 2025.
Planning for stage 2 involves developing an investment case which will clarify the scope, required funding and approach for delivery of this next portion of the project, with consideration of the wider corridor. We anticipate this work to be completed later this year.
As specified in the Government Policy Statement on land transport (GPS 2024), NZTA is expected to consider tolling for all new roads, including Roads of National Significance (RoNS) projects. The Hawke’s Bay Expressway project will thus be assessed for tolling suitability. The assessment is part of planning for stage 2.
If tolling is proposed for the expressway, it will be put out for public consultation before making a decision.
