Project introduction

We’re proposing a new speed limit on Auckland’s SH1 Northern Gateway Toll Road and Ara Tūhono - Pūhoi to Warkworth Motorway.

Proposing a new speed limit of 110km/h

We want to know your thoughts on a proposed new speed limit of 110km/h on the Northern Gateway Toll Road and Ara Tūhono – Pūhoi to Warkworth motorway. These roads are part of Auckland’s northern motorway, State Highway 1, between Orewa and Warkworth. Connecting at the Johnstones Hill Tunnels, they provide an important connection between Auckland and Northland.

These sections of motorway currently have a speed limit of 100km/h and we’re keen to hear what you think about our proposal to increase this speed limit to 110km/h.

  • Designed and constructed to a high safety standard

We’re committed to delivering safe roads that help people get where they need to go efficiently and safely.

These sections of motorway we’re consulting on are designed and constructed to a high safety standard which means we can consider increasing the speed limit.

Safety features include 2-lanes in each direction providing safe passing opportunities, physical separation between opposing lanes to prevent head-on crashes, and a mostly straight, wide alignment.

The on and off ramps at Pūhoi Road interchange are included in this 110km/h speed limit review. The sections of those ramps connecting to local roads are excluded.

  • What’s excluded from consultation

While we’re consulting on speed limits for these two sections of State Highway 1, there are other sections of this motorway that we’re not consulting on.

    • Johnstones Hill Tunnels - while these tunnels are also built to high safety standards, the enclosed environment of tunnels creates a different safety risk to that of the surrounding motorway. The speed limit on SH1 through the Johnstones Hill Tunnels is 80km/h and at this stage we have no plans to review and change this speed limit.
    • The section of motorway south of the Northern Gateway Toll Road - this currently operates with a permanent speed limit of 100km/h through to the Auckland Harbour Bridge and we have no plans to review that speed limit.

  • Enforcement and heavy vehicles speed limit

Police will apply the same enforcement to 110km/h roads as any other part of the road network. Drivers can expect to see police patrols on New Zealand roads anywhere, at any time.

In addition, the current 90km/h speed limit for heavy vehicles and towing vehicles will still apply on roads with a 110km/h speed limit. The roads proposed to change to 110km/h have at least two lanes in each direction, so other road users should be able to safely and easily pass slower-moving vehicles.

  • What happens next
    • Before recommending a new speed limit, NZTA considers all feedback received during the consultation process and reviews it alongside our technical and safety assessments.
    • NZTA then seeks approval from the Director of Land Transport to set the new speed limit of 110km/h.
    • NZTA publishes details of the Director’s decision on its website.
    • This process could take up to 6-12 months before any new speed limits are legalised and installed, subject to approvals. The speed limit remains at 100km/h until this process is complete.
