Road to Zero: New Zealand’s Road Safety Strategy 2020–2030(external link)

The Road to Zero activity class is defined in the Government Policy Statement on land transport 2021 (GPS 2021) as providing investment targeted towards the interventions that are key to achieving the reduction in deaths and serious injuries sought through the Road to Zero strategy 2020–30  focussing on safety infrastructure, road policing, automated enforcement, road safety promotion and system management activities.

We (Waka Kotahi NZ Transport Agency as investor) expect that investments from the Road to Zero activity class will contribute to results sought by the government.

Qualifying for National Land Transport Programme (NLTP)

To qualify for consideration for inclusion in the NLTP and subsequent approval of funding:

  • Any proposed activity is eligible if it meets the definition of the Road to Zero activity class in the GPS 2021 and the appropriate work category definition in this knowledge base (PIKB).
  • Any proposed activity must be within Road to Zero activities modelled by Waka Kotahi as being necessary to be delivered or commence delivery within the 2021–24 NLTP in order to achieve the Road to Zero 2030 target.
  • All regionally delivered Road to Zero activities proposed for inclusion in the NLTP must also be included in a regional land transport plan (RLTP).
  • Approved organisations, Waka Kotahi (for its own activities) and NZ Police must comply with the Waka Kotahi Procurement manual and procurement rules, as well as any relevant standards and guidelines as listed in the NZ Transport Agency register of network standards and guidelines.
