Introduction

For the 2018–21 National Land Transport Programme (NLTP), work category 545 provided for activities primarily related to ‘below-track’ improvements on the rail network that enhance the reliability and capacity of the passenger rail service, enabling better access to housing and employment.

The infrastructure for the Auckland and Wellington metropolitan rail networks and inter-regional rail that began under the transitional rail activity class in the Government Policy Statement on land transport (GPS) 2018  and has continued into the 2021–24 NLTP will be delivered through the public transport infrastructure activity class. 

Qualifying activities

Any new rail infrastructure activities in metropolitan areas will use work category 563.

Work category 563: Passenger facilities and infrastructure improvements – rail

On-going commitments into the 2021–24 NLTP for transitional rail activities approved in the 2018–21 NLTP will continue under work category 545.
