Introduction

Work category 911 provides guidance on Waka Kotahi NZ Transport Agency’s nationally delivered activities for management of the funding allocation system (MoFAS), including programme management of the National Land Transport Programme (NLTP). The NLTP covers activities funded from the National Land Transport Fund (NLTF) as well as Crown-funded activities managed by Waka Kotahi.

Waka Kotahi (for its own activities) can discuss with us (Waka Kotahi as investor) whether other potential activities not listed above might also be eligible for inclusion in this work category.

Exclusions

Work category 911 excludes:

  • any Waka Kotahi activity, other than assessment, advice and assistance that is investment proposal/project specific – this includes any planning work that contributes to the development of a proposal/project. All such costs are to be allocated to the proposal/project under an appropriate work category
  • any activity delivered by approved organisations
  • any NLTF-funded activity that is specific to a state highway.

Funding assistance rate

MoFAS is a Waka Kotahi nationally delivered set of activities, funded 100% from the NLTF.

Funding is approved when Waka Kotahi provides evidence to demonstrate value for money, normally when the board approves the budget in the Waka Kotahi Statement of Performance Expectations each year.

Submitting activities for NLTP consideration and funding approval

Waka Kotahi submits these activities using the improvement activity module in Transport Investment Online (TIO).
