Introduction

This is the NZ Transport Agency Waka Kotahi (NZTA) policy on sub-divisional roads.

Date of issue: Updated June 2024 | NZTA may review and amend investment policies at any time, including in response to any changes in the Government Policy Statement on land transport.

Purpose

To set out the policy that applies to sub-divisional roads, including when they are eligible to receive funding from the National Land Transport Fund (NLTF).

Definition

Sub-divisional roads are private roads and transport links such as rights of way and off-road cycleways planned and constructed within a subdivision that have not been vested in a road controlling authority as part of the road controlling authority’s transport network ownership therefore becoming part of the local roading network. 

Construction of sub-divisional roads

The construction of sub-divisional roads, including second coat sealing, whether this occurs before or after they are vested in a road controlling authority, is   not eligible for funding assistance from the NLTF.

Maintenance and renewal

The maintenance and renewal of sub-divisional roads is eligible for funding assistance from the NLTF after they are vested in a road controlling authority.

Expenditure on formed or unformed roads vested in a road controlling authority

Expenditure on formed or unformed roads that are now vested in a road controlling authority giving access to the sub-divisional roading is eligible for funding assistance. The potential for supplementary funding should be considered in these cases, based on the level of private, non-transport related benefit that may accrue to third parties as a result of investment in these roads.   The multi-party funding policy provides more information about supplementary funds and how they are shared.

Standards

Roads that were formerly sub-divisional roads but that are now vested in a road controlling authority become part of the local roading network. Local roading networks must be planned, constructed, operated and maintained in accordance with the technical documents in the Waka Kotahi NZ Transport Agency standards and guidelines register for land transport and linked Process manual for network standards and guidelines.
