Investment Prioritisation Method

The Investment Prioritisation Method (IPM) for the 2024–27 National Land Transport Programme (NLTP) has been finalised. It replaces the IPM used for the 2021-24 NLTP.

The IPM will be used to give effect to the Government Policy Statement on land transport 2024 in the 2024–27 NLTP. The IPM is also used to confirm an activity’s priority at the time a National Land Transport Fund investment decision is made.

It includes 3 prioritisation factors (as has been the case for the 2021–24 IPM), to give effect to the GPS 2024. The IPM includes a prioritisation matrix that sets out how the 3 prioritisation factors combine to determine an overall investment priority ranking used to inform the development of the NLTP adopted by the NZTA Board.
