Indicative Efficiency Rating tool

The Indicative Efficiency Rating (IER) tool provides a consistent, simple method for calculating an indicative efficiency rating that can be applied across all modes, and to services as well as infrastructure, and incorporates a range of typical benefits by outcome sought and by mode.

The IER tool will primarily be used by projects in early stages of development (that have not done an economic evaluation) to calculate an efficiency rating for inclusion in the NLTP. The IER tool may also be used during the long-list assessment stage in a business case.
