Hononga ki te iwi is Waka Kotahi NZ Transport Agency’s Māori engagement framework, and it has been developed to guide our thinking when planning our Māori engagement.
While it was developed for Waka Kotahi, other organisations will find it useful for guiding their own engagement with Māori when developing their land transport investments.
The framework is an adaptation of the engagement framework developed by Te Arawhiti (The Office for Māori Crown Relations) for the public sector.
Our framework has been tailored to our transport context and is intended to guide our approach by providing points and questions to consider.
A key component of the framework is the prompting to develop a Māori engagement plan for your programme/project throughout the document. Developing this plan for your project will help you work through the key elements of a successful engagement process with Māori.
The framework is made up of six sections:
Each section contains advice and notes that explain an aspect of engagement that requires your consideration.
The last section provides a template for the development of your Māori engagement plan. It also contains a number of questions relating to each section that should be answered and detailed in the Māori engagement plan you develop for your programme/project.
These plans should be treated as living documents that are added to over the life of the programme/project reflecting the evolving nature of Māori engagement.
