Improving safety on New Zealand roads is a priority for Waka Kotahi. Road to Zero 2020-2030, New Zealand’s road safety strategy, tells us what New Zealand needs to do to make improvements in road safety. It sets us on a path to achieve Vision Zero, a New Zealand where no one is killed or seriously injured on our roads.
Road to Zero sets an initial target to reduce deaths and serious injuries on New Zealand’s roads, streets, cycleways and footpaths by 40 percent over the next 10 years. Reaching that target would mean reducing annual road deaths to 227 and serious injuries to 1,680 by 2030.
There are five key focus areas under Road to Zero:
- Infrastructure improvements and speed management.
- Vehicle safety.
- Work-related road safety.
- Road user choices.
- System management.

Road to Zero adopts Vision Zero, and a vision for Aotearoa where no-one is killed or seriously injured in road crashes, and where no death or serious injury while travelling on our roads is acceptable.
A vision where everyone, no matter their age or ability, can get around safely and our road system actually improves people’s health and well-being, and the places and spaces we love.
Road to Zero is guided by the Safe System approach which remains the international gold standard in road safety.
It recognises that whilst mistakes are inevitable – deaths and serious injuries from crashes are not. The Safe System approach seeks to create a safe and forgiving road system that makes the safety of people a priority. It does this through four guiding principles:
- We promote good choices but plan for mistakes.
- We design for human vulnerability.
- We strengthen all parts of the road transport system.
- We have a shared responsibility.
