Warrants are a requirement for most Temporary Traffic Management (TTM) roles. Waka Kotahi is responsible for maintaining a database of all TTM warranted workers in NZ and issuing (or withdrawing) warrant cards.
Under the training and competency model, new warrants will be progressively released. For full details, including the differences between Category A, B, and C warrants please refer to the TTM Notice: Implementation of stage 1 of Training & Competency Model [PDF, 899 KB]
Details of the new warrants will be recorded in the Waka Kotahi TTM training database, displayed on CoPTTM ID cards, and on the public search of CoPTTM ID numbers using acronyms that relate to the warrant type.

This may include surveyors, provided their work fits within the range of inspection activities.
Staff who are regularly involved in the installation of TTM which may include inspecting or carrying out non-invasive work, are not eligible for the Inspector warrant and must hold the appropriate TTM warrant.

The learning consists of a four-hour knowledge workshop delivered by a TTM Trainer. This is combined with on-job coaching.
The assessment includes undertaking inspection activities in category A and B road environments.
There is no refresher workshop for this warrant. The holder will be refreshed by a briefing from an STMS for any changes to the CoPTTM that impact the inspector’s work activity.

Any person who wants to develop and submit a TMP for approval or any person wishing to fulfill one of these roles: TMP Approver, Traffic Management Coordinator, or Corridor Manager.
The TTM Planner is expected to acquire endorsements for specific activities (eg traffic signals, sealing, and road marking)/specialist TTM equipment (eg portable traffic signals, VMS) if using these within a TMP.
There is a non-practising warrant (TTM Planner -NP) and a practising warrant (TTM Planner) for this learning block.
The learning consists of a two-day knowledge workshop delivered by selected TTM Trainers and Subject Matter Experts. This is followed by an assessment for those wishing to gain the practising warrant.

This learning block provides details of the assessment methodology and requirements for each of the assessments. A briefing session is held for each assessment (or group of assessments).

TTM Assessors will need to successfully complete the briefing for each assessment included in their assessor scope of registration.
A TTM Assessor is required to hold Unit Standard 4098: Use standards to assess candidate performance. The assessor must have practical experience and be warranted in the activities they will be assessing.
The minimum requirement is that the person holds the practising STMS warrant for the category of road the TTM Assessor is assessing on.

This learning block provides the practical training skills needed to deliver selected TTM workshops.

Experienced STMSs who want to become trainers for selected TTM workshops that lead to the issue of warrants (and any associated refresher workshops).
The selected TTM workshops include TMO, Inspector, STMS Universal, STMS category A, category B, category C, and STMS Mobile.
It is also recommended that the STMS has successfully undertaken the role of TTM Mentor before attending the trainer training.

There is a practising warrant (T) for this qualification.
The learning consists of a three-day knowledge and skills workshop delivered by selected trainers.
The initial assessment for this warrant occurs progressively during the TTM Trainer workshop.
Upon successful completion of the TTM Trainer workshop, the Trainer will be awarded a Probationary Trainer warrant for 12 months. This will enable them to run TMO workshops unsupervised and assist with the delivery of STMS workshops under the direct supervision of a TTM trainer warranted to deliver STMS training for that category of road environment. During these 12 months, the probationary trainer must complete their Certificate in Adult and Tertiary Teaching.
After one year the Probationary Trainer will be assessed by a TTM Assessor selected by Waka Kotahi and if they have met the standards, they will be awarded the full TTM Trainer warrant allowing them to deliver STMS training for the categories of road environment they hold a practising STMS warrant for.
There is a three-yearly refresher workshop on the TTM Trainer warrant. The refresher workshop is a two-day workshop.
