Warrants are a requirement for most Temporary Traffic Management (TTM) roles. Waka Kotahi is responsible for maintaining a database of all TTM warranted workers in NZ and issuing (or withdrawing) warrant cards.

New TTM warrants

Under the training and competency model, new warrants will be progressively released. For full details, including the differences between Category A, B, and C warrants please refer to the TTM Notice: Implementation of stage 1 of Training & Competency Model [PDF, 899 KB]

Details of the new warrants will be recorded in the Waka Kotahi TTM training database, displayed on CoPTTM ID cards, and on the public search of CoPTTM ID numbers using acronyms that relate to the warrant type.

About the training

This warrant enables the holder, once briefed by the STMS in charge, to:

On category A roads

  • undertake a roadside activity where the vehicle is legally parked and accessed from the non-traffic side

On category A and B roads

  • set up, maintain, and remove TTM for roadside or shoulder activities where all TTM equipment (including TTM vehicles) is outside the edgeline (or edge of seal if there is no edgeline)
  • maintain TTM at an existing static worksite when the in-charge STMS is away from the worksite. The STMS must return to the worksite to carry out any required changes
  • complete inspection activities
    Note: the TMO warrant enables the holder to be in charge of and undertake inspection activities. They will not have to report to an STMS for the inspection activity.

Topics covered during the workshop include:

  • the TMO role (what you can and cannot do)
  • risk assessment and managing risks
  • knowledge of CoPTTM requirements and how to read a TMP
  • completing inspection activities
  • minding a worksite when STMS is absent
  • completing worksite checks and paperwork
  • briefing visitors
  • managing manual traffic controller (MTC) activities
  • dealing with common worksite situations
  • dealing with the public and working with staff.

Who should complete the learning block?

Any worker who will be required to:

  • mind a worksite in the absence of the STMS
  • set up a worksite where TTM is clear of the live lane
  • undertake a roadside activity (on 60km/h or less road) where the vehicle is legally parked and accessed from the non-traffic side
  • complete an inspection activity.

Any person who is intending to be:

  • an onsite STMS on category A, B, or C road environments
  • a Traffic Operations Manager
  • a TTM Mentor, TTM Assessor, or TTM Trainer
  • a TTM Planner, TMP Approver, TTM Auditor, Traffic Management Coordinator, or Corridor Manager.

Prerequisites

The TTM Worker unit standard is a prerequisite to this warrant.

Unit standard

There is an optional unit standard for the TMO -NP warrant – US 31959: Demonstrate knowledge of temporary traffic management.

There is an optional unit standard for the TMO practising warrant – US 31960: Maintain the worksite under temporary traffic management.

Duration and type of learning

The learning consists of a one-day knowledge workshop delivered by a TTM Trainer. This is followed by on-job coaching from a TTM Mentor for those wishing to gain the practising warrant.

Assessment

Non-practising warrant

The assessment for this warrant occurs progressively during the workshop.

Practising warrant

The trainee will be assessed by a TTM Assessor on the practical components of the role.

Refresher

The TMO non-practising warrant must be refreshed every three years by successful completion of:

  • a TMO workshop, or
  • a TMO refresher workshop

The TMO practising warrant is renewed once the TMO practical re-assessment has been successfully completed. The practising warrant will expire on the same date as the non-practising warrant.

This provides base STMS knowledge for the STMS category A, B, or C learning blocks and the STMS Mobile learning block. The STMS Universal workshop is normally run in conjunction with a category A, B, or C workshop or an STMS Mobile workshop.

  • reading a TMP and checking that it is suitable for a site (fit for purpose)
  • identifying, assessing, and managing risk
  • understanding layout distances
  • planning a deployment (site setup) and calculating resources
  • completing a TTM crew briefing
  • checking a worksite
  • being a leader.

Who should complete the learning block?

Any person who is intending to be:

  • an onsite STMS on a category A, B, or C road environment or in a mobile operation
  • a Traffic Operations Manager
  • a TTM Mentor, TTM Assessor, or TTM Trainer
  • a TTM Planner, TMP Approver, TTM Auditor, Traffic Management Coordinator, or Corridor Manager.

Prerequisites

The TMO non-practising warrant is the minimum prerequisite to this warrant.

The learning consists of a two-day knowledge workshop delivered by a TTM Trainer.

There is no refresher workshop for this warrant.

Any changes to CoPTTM relating to universal STMS content will be included in the category A, B, and/or C STMS Refresher workshop.


STMS Category A

  • calculate layout distances for category A road environments
  • set up, maintain, and remove TTM for static operations (shoulder closures, two-way two-lane closures, and multi-lane closures)
  • complete mobile operations and closures
  • set up, maintain, and remove TTM for semi-static operations and closures
  • conduct special activities.

Who should complete the learning block?

Any person wishing to work on category A roads as an onsite STMS, or any person wishing to work on category A roads while fulfilling one of the following roles; Traffic Operations Manager, TTM Mentor, TTM Assessor, TTM Trainer, TTM Planner, TMP Approver, TTM Auditor, Traffic Management Coordinator or Corridor Manager.

Prerequisites

The STMS Universal warrant is the minimum prerequisite to this warrant. Those wishing to gain the practising STMS Cat A warrant must first hold the practising TMO warrant.

An onsite STMS is also required to have endorsements for specific activities/specialist TTM equipment (eg portable traffic signals, VMS) if they oversee operations using these and there is no other worker on-site with the required endorsements.

Warrant

There is a non-practising warrant, STMS (A) -NP, and a practising warrant, STMS (A), for this learning block.

Unit standard

There are 2 optional unit standards that can be awarded to an STMS (regardless of the category of road the STMS is warranted for). These are:

  • STMS non-practising - US 31962: Explain the requirements for the worksite under temporary traffic management for a road environment as defined in CoPTTM
  • STMS practising - US 31963: Operate as a practising Site Traffic Management Supervisor (STMS) on a road environment as defined in CoPTTM.

Once the unit standards have been awarded for a category of road, the STMS is not required to attain these unit standards again for other categories of road environment.

Duration and type of learning

The learning consists of a one-day knowledge workshop delivered by a TTM Trainer. This is followed by on-job coaching from a TTM Mentor for those wishing to gain the practising warrant.

This learning block is not appropriate if the person is required to be in charge of mobile operations to install, maintain or remove TTM at static worksites. The STMS category A, B, or C learning blocks cover this activity.

Any person wishing to complete mobile operations as an onsite STMS.

This warrant is not appropriate if the person is required to be in charge of mobile operations to install, maintain or remove TTM at static worksites.

The STMS Universal warrant is the minimum prerequisite to this warrant. Those wishing to gain the practising STMS Mobile operations warrant must first hold the practising TMO warrant.

This provides the base knowledge for completing inspection activities in category A and B road environments and on the shoulder of category C road environments.

  • risk identification and management
  • acting as spotter for an inspection activity
  • briefing of TTM personnel (eg spotters and observers)
  • emergency procedures
  • working around an inspection vehicle
  • safety (no go) zones

Who should complete the learning block?

Any person wishing to conduct inspection activities and who does not need to hold other TTM warrants.

This may include surveyors, provided their work fits within the range of inspection activities.

Staff who are regularly involved in the installation of TTM which may include inspecting or carrying out non-invasive work, are not eligible for the Inspector warrant and must hold the appropriate TTM warrant.

Prerequisites

There is no prerequisite for this learning block.

Warrant

There is a practising Inspector warrant (Inspector) for this learning block.

Duration and type of learning

The learning consists of a four-hour knowledge workshop delivered by a TTM Trainer. This is combined with on-job coaching.

Assessment

The assessment includes undertaking inspection activities in category A and B road environments.

Refresher

There is no refresher workshop for this warrant. The holder will be refreshed by a briefing from an STMS for any changes to the CoPTTM that impact the inspector’s work activity.

The holder must successfully complete a practical reassessment every 3 years.

This learning block provides the knowledge and skill needed to design a TMP that is:

  • compliant with CoPTTM
  • usable by the onsite STMS
  • suitable/applicable to the activity and the site (fit for purpose).

Topics include:

  • health and safety processes relevant for the role
  • the TMP development procedure:
  • risk assessment (ongoing throughout the process)
  • identify matters to be addressed
  • plan the closure(s)
  • plan for the road users
  • plan for other considerations
  • resolve conflicts
  • develop the TMP
  • submit the TMP for approval

Once TMP approved

  • review approval documentation
  • pre-implementation of TMP
  • implement the TMP
  • complete TTM review
  • understanding of geometry, and accommodating lane widths at lateral shift
  • traffic delay counts
  • temporary transport facilities

Who should complete the learning block?

Any person who wants to develop and submit a TMP for approval or any person wishing to fulfill one of these roles: TMP Approver, Traffic Management Coordinator, or Corridor Manager.

Prerequisites

  • The minimum requirement is that the candidate has an STMS or STMS -NP warrant for the level or category of road they are to write TMPs for
  • They must also have experience in, or observation of, installation, maintenance, and removal of TTM for the category or level of road

The TTM Planner is expected to acquire endorsements for specific activities (eg traffic signals, sealing, and road marking)/specialist TTM equipment (eg portable traffic signals, VMS) if using these within a TMP.

Warrant

There is a non-practising warrant (TTM Planner -NP) and a practising warrant (TTM Planner) for this learning block.

Duration and type of learning

The learning consists of a two-day knowledge workshop delivered by selected TTM Trainers and Subject Matter Experts. This is followed by an assessment for those wishing to gain the practising warrant.

Assessment

Non-practising warrant No assessment.
Practising warrant The trainee will design a TMP, have it approved and installed. The trainee will then submit their TTM Planner assignment for assessment by an Assessor selected by Waka Kotahi.

Refresher

There is no standard refresher workshop for this warrant. The need for a special TTM Planner refresher workshop will be determined by Waka Kotahi if there is a significant change to TMP requirements.

The holder of this warrant refreshes their CoPTTM knowledge by successfully completing an STMS Refresher workshop for the categories of road they are warranted for.

A TTM Assessor is required to hold Unit Standard 4098: Use standards to assess candidate performance. The assessor must have practical experience and be warranted in the activities they will be assessing.

The minimum requirement is that the person holds the practising STMS warrant for the category of road the TTM Assessor is assessing on.

Warrant

There is a practising warrant (TTM Assessor) for this learning block. To attain this warrant, TTM Assessors must:

  • hold Unit Standard 4098: Use standards to assess candidate performance
  • have TTM unit standards included in their assessor scope of registration
  • be approved by Waka Kotahi as a suitable person to hold the warrant.

Duration and type of learning

Each briefing will be between 4 and 8 hours in length (depending on the number of assessments covered in the briefing).

Assessment

The assessment for this warrant occurs:

  • during the successful completion of the training for Unit Standard 4098
  • during the successful completion of the TTM Assessor briefing

Refresher

There is no standard refresher workshop for this warrant. The need for a refresher workshop will be determined by Waka Kotahi if the assessment process significantly changes.

The holder of this warrant refreshes their CoPTTM knowledge by attending an STMS refresher workshop for the categories of road they are assessing on.


TTM Trainer

This learning block provides the practical training skills needed to deliver selected TTM workshops.

Who should complete the learning block?

Experienced STMSs who want to become trainers for selected TTM workshops that lead to the issue of warrants (and any associated refresher workshops).

The selected TTM workshops include TMO, Inspector, STMS Universal, STMS category A, category B, category C, and STMS Mobile.

It is also recommended that the STMS has successfully undertaken the role of TTM Mentor before attending the trainer training.

Prerequisites

The STMS must:

  • have credible industry experience
  • be a practising STMS in any of the workshops they will be running
  • hold Unit Standard 4098: Use standards to assess candidate performance
  • hold (or be enrolled in training for) New Zealand Certificate in Adult and Tertiary Teaching – level 4 or 5. Waka Kotahi will consider cross crediting similar qualifications.

The minimum requirement is that the person holds the practising STMS warrants for categories A and B.

Warrant

There is a practising warrant (T) for this qualification.

Duration and type of learning

The learning consists of a three-day knowledge and skills workshop delivered by selected trainers.

Assessment

The initial assessment for this warrant occurs progressively during the TTM Trainer workshop.

Upon successful completion of the TTM Trainer workshop, the Trainer will be awarded a Probationary Trainer warrant for 12 months. This will enable them to run TMO workshops unsupervised and assist with the delivery of STMS workshops under the direct supervision of a TTM trainer warranted to deliver STMS training for that category of road environment. During these 12 months, the probationary trainer must complete their Certificate in Adult and Tertiary Teaching.

After one year the Probationary Trainer will be assessed by a TTM Assessor selected by Waka Kotahi and if they have met the standards, they will be awarded the full TTM Trainer warrant allowing them to deliver STMS training for the categories of road environment they hold a practising STMS warrant for.

Refresher

There is a three-yearly refresher workshop on the TTM Trainer warrant. The refresher workshop is a two-day workshop.
