Specification for the design and manufacture of high visibility safety garments

Purpose

This note is to advise that E06 Specification for the design and manufacture of high visibility safety garments for temporary traffic control purposes has been released. The new document E06:2023 applies from the date of this notice, replacing the information currently detailed in the Code of Practice for Temporary Traffic Management (CoPTTM).

The current CoPTTM Section B3 was formally withdrawn when the publication of NZGTTM was done.  There is little change to the requirements for the design and manufacture of high visibility safety garments.  The new E06 specification includes all the notes that have been released since the publication of CoPTTM Section B3:2018.

General information

NZTA E06:2023 Specification for the design and manufacture of high visibility safety garments for traffic control purposes replaces the Code of Practice for Temporary Traffic Management (CoPTTM) Section B3 High visibility garments.

NZTA E06 provides continuity of guidance for Manufacturers or Suppliers wishing to supply garments for the use in traffic control situations in New Zealand.  The document has been prepared by Waka Kotahi NZ Transport Agency to support the introduction of the New Zealand Guide for Temporary Traffic Management (NZGTTM) and replaces information previously detailed in the Code of Practice for Temporary Traffic Management (CoPTTM) Section B3.

Waka Kotahi recognises that garment labels must indicate compliance with the relevant garment material Standard AS/NZS 1906.4 and garment design Standard AS 4602.1.  Both standards are currently under review with the amended versions   scheduled for publication in 2023.  To enable these label changes to be completed in a practicable and timely manner, compliance letters ‘TTMC-W17’ (as per CoPTTM Section B) or ‘TTMC-W23’ (this specification) will be equally accepted until 30 June 2024.  From 1 July 2024, all compliance lettering must read ‘TTMC-W23’.

Minor changes

Changes to the Specification that was previously in CoPTTM Section B3 High visibility garments have been incorporated into this specification include:

  • A slight increase in the maximum size permitted for a materials Technical Capability ID – Clause 6.2 Logos – located on the wearer’s upper right chest
  • An increase for the number of eyelets that may be used to form an optional underarm gusset has been increased from three to four – i.e. two each side of the side seam. (Clause 7(c))
  • Mention of garments that may have the addition of a garment hood is now included. (Clause 6.3)
  • A minor increase in dimension for the TIM ID panel (Clause 6.2; Clause 7.2.5 and Figure 6)
  • Mention of the use of garment edge binding (Clause 7.1(d)) and addition of garment hoods (Clause 6.3).
  • Attention is drawn to the use of non-fluorescent background material (Clause 6.1.1 Colour)
