National Land Transport Programme (NLTP) 2008/09

The National Land Transport Programme (NLTP) contains all the land transport activities, such as public transport services and road construction and maintenance, which are expected to receive funding from Waka Kotahi NZ Transport Agency. Waka Kotahi is responsible for allocating funding to land transport.

The 2008/09 NLTP sets out the significant transport issues facing land transport and lists the transport activities that have been given funding from the National Land Transport Fund and also those that may be funded during 2008/09. It sets out forecasts of anticipated expenditure and revenue over 10 years.

Foreword

The National Land Transport Programme (NLTP) sets out the allocation of funds to transport activities. It lists the activities that have already been given funding approval for 2008/09, and also those activities that may be given funding approval during 2008/09. It also describes the significant issues facing land transport and includes a 10-year forecast of anticipated revenues and expenditure.

The 2008/09 NLTP is similar in many ways to the prior two NLTPs because the revenue and funding guarantees introduced by the government in May 2006 ensure stability in the funding of the NLTP and the content of the state highway construction programme.

A record amount of $2.7 billion has been allocated for the 2008/09 year representing a 12% increase from last year. This includes $270 million for the NZ Police, the regionally distributed funding and continued funding of the state highway construction programme at the level supporting the agreed programme of works.

This NLTP is a transitional document. It has been developed by Land Transport NZ, and will be implemented by the NZ Transport Agency. It has increased funding allocations for activities that support the direction of the NZ Energy Strategy, the New Zealand Energy Efficiency and Conservation Strategy and the developing update to the NZ Transport Strategy.
