This guidance is to support Waka Kotahi NZ Transport Agency decision makers when considering whether an investment is consistent with the government’s Emissions Reduction Plan (ERP) as part of the assessment against the Government Policy Statement on Land Transport 2021. It includes a step-by-step process to help decision makers assess whether a proposed investment is consistent with the ERP.

This guidance will apply to National Land Transport Fund investment decisions for the remainder of the 2021–24 National Land Transport Programme period.
