As coastal shipping is a new investment in the 2021–24 National Land Transport Programme (NLTP), Waka Kotahi commissioned independent consultants, Pacific Marine Management, to produce a series of reports to inform the coastal shipping investment approach.
In December 2021, we released the Coastal Shipping State of Play report which was commissioned to help determine priorities for the $30 million of funding earmarked for coastal shipping. This report looks at the challenges and opportunities facing the coastal shipping sector in New Zealand.

In August 2023, we released the Coastal Shipping concluding report which was commissioned to help determine priorities for the $30 million of funding earmarked for coastal shipping. This report looks at the sector’s challenges, discusses opportunities, and recommends principles and priorities to guide investment decisions.
