Project introduction

A new roundabout at the intersection of SH2, SH2B and Watchman Road, near Hawkes Bay Airport. As it stands, the current intersection has a poor crash record, makes access to the airport more difficult than it needs to be, and is generally confusing for road users.

Purpose

To provide a safe, efficient and cost-effective intersection, catering for all road users, while maintaining or enhancing the local natural environment and minimising impact on local residents.

Benefits

The proposed improvements will:

  • provide a safer environment for all road users,
  • enable both local and through traffic to integrate smoothly and safely
  • cater for growth in the area, driven by increased volumes through the port and airport
  • enhance the wetlands in the area

About the project

The current road environment, which includes the layout of the existing intersection, is in the top 10 high-risk rural intersections in New Zealand.  Combined with a high volume of traffic from the port and Hawkes Bay airport, the current intersection has been identified as a black spot.

The current layout will not deal with the projected growth in traffic volume, so work has begun to identify the best solution, while being mindful of the urban/rural mix in the area, the need to preserve delicate wetlands, and providing a consistent experience for road users travelling through the district.

Designing the best solution

The Agency is working closely with a diverse group of stakeholders as we move through the concept stages of this project.  Stakeholders include Napier City Council, Hawkes Bay Airport, the AA, Department of Conservation, Ahuriri Estuary Society, the Westshore Residents and Development Association, Mana Ahuriri, Hawkes Bay Regional Council, and the Road Transport Forum.

Concept plan

A concept plan of how the intersection of Watchman Road, State Highway 2 and Meanee Quay could look (note this is conceptual only).
