Arataki is our 10-year view of what is needed to deliver on the government’s current priorities and long-term objectives for the land transport system. 

Arataki V2 reflects initial findings on the impact of COVID-19 on the land transport system. By understanding these impacts we are better able to respond in the right way, at the right time and consider any new opportunities that may arise. Note that we will continue to update Arataki as new evidence comes to hand.

Arataki outlines the context for change, current and future pressures on the land transport system, how these pressures will shape the land transport system and the challenges and opportunities that Waka Kotahi and its partners need to consider and respond to. These are the key drivers.

It identifies the changes in existing responses that we consider are needed to deliver on the government’s current direction and long-term outcomes for the land transport system. These are the step changes.

Arataki describes how Waka Kotahi will use levers in partnership with others and the range of plans that we will shape and implement in partnership at a national, pan-regional and regional level.

Finally, it sets out national, pan-regional and regional summaries to guide our implementation of Arataki. The summaries will provide an overview of the key areas of focus and potential types of intervention that we consider are needed to respond to key drivers and achieve step changes.

The pan-regional summaries set out:

  • high-level description of each population, economy and the land transport system, and its nature and scale in a national context
  • an overview of key insights and anticipated impacts of COVID-19 on the pan-regional areas and their land transport system
  • the key origins, destinations and flows of people and goods through each pan-region as a whole
  • the strategic priorities and specific issues/pressures
  • a description of state highway and rail corridors, and significant deficiencies in their levels of service that are forecast over the next 30 years.

Regional summaries

The regional summaries set out:

  • our understanding of the step change priorities and rationale
  • a high-level description of each community and today’s land transport system and how these could be impacted by the key drivers
  • the key challenges and opportunities faced by the region
  • the activities we are focusing on in 2018-21
  • a description of potential interventions for the following decade to deliver the step changes and maintain a base level of service.
