Process for developing the Road Policing Programme

Steps in developing the Road Policing Programme:

1. Waka Kotahi seeks comments from the minister, the NZ Police and other Waka Kotahi business areas on its expectations for road policing investment.
2. The minister, NZ Police and other Waka Kotahi business areas provide comments on the expectations.
3. Waka Kotahi considers the comments and develops/reviews the Waka Kotahi Road Policing Investment Framework and submits this to NZ Police.
4. NZ Police considers the framework and develops the Road Policing Investment Proposal, seeking clarification on delivery expectations from Waka Kotahi. NZ Police submits the proposal to Waka Kotahi for comment.
5. Waka Kotahi) provides comment on the proposal as required.
6. NZ Police finalises its Road Policing Investment Proposal and submits it to Waka Kotahi. 

Steps in approving the Road Policing Programme:

1. Waka Kotahi assesses the proposal and negotiates with NZ Police. It then prepares the Road Policing Programme and one or more board papers.
2. The Waka Kotahi Board decides whether to recommend approval of the Road Policing Programme to the Minister of Transport. If it decides not to recommend the programme, its development goes back to step 7 and the board's issues are negotiated with NZ Police.
3. If the board does recommend the Road Policing Programme (in full or part), the minister receives it and seeks Ministry of Transport advice.
4. The Ministry of Transport reviews the Road Policing Programme and advises the minister.
5. The minister considers Ministry of Transport advice and decides whether to approve the programme. If the minister decides not to approve it, its development goes back to step 7 and the minister's issues are negotiated with NZ Police.
6. If the minister does approve the Road Policing Programme, Waka Kotahi ensures the funding approval is registered in Transport Investment Online.
7. Waka Kotahi updates the Road Policing Programme section of the Waka Kotahi website and publishes it.
