Introduction

Work category 452 provides for the construction/implementation of new or improved cycle facilities, dedicated cycleways and shared user paths that provide for both pedestrians and cyclists.

The construction of on road interventions required to improve the safety and amenity value of cycling, for example a wider carriageway, vehicle parking configurations, pinch points or kerb structure, is eligible for funding assistance.

Work category 452 is available from the walking and cycling improvements activity class.

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • new or improved cycle lanes, including on existing bridges
  • separate cycle paths
  • shared pedestrian and cycle paths
  • bicycle parking/racks (other than those provided as part of a transport facility such as train stations)
  • kerb crossings
  • widening the existing carriageway to provide cycle lanes
  • appropriate urban design components such as plantings, artistic and cultural features, seating and kerbing can be incorporated as necessary components for new or improved walk or cycle facilities in accordance with the investing in place policy

  • costs associated with attracting users to the facility, which may include:
    • signage, markings, traffic signals and/or lighting
    • targeted education promotion and/or advertising activities directly linked to the cycling network
  • cycling overbridges/underpasses and crossings of railways
  • Lighting upgrade programmes (aimed at promoting uptake of active modes via improved safety/security for pedestrians/cyclists)
  • property purchases associated with new cycling facilities – see Property purchase section below.

You can discuss with us (Waka Kotahi NZ Transport Agency as investor) whether other activities not listed above might also be eligible for inclusion in this work category.

Exclusions

Work category 452 excludes:

  • routine work necessary to maintain the function, structural integrity and appearance of footpaths on road structures – this work is funded from work category 114
    Work category 114: Structures maintenance
  • all mountain biking trails, or other facilities which are purely recreational
  • facilities that are not available to the general public at all times or do not have a transport function.
  • Safety works associated with the Road to Zero programme to address reductions in deaths and serious injuries such as shoulder widening and intersection upgrades.

Property purchase

Funding for property purchases for cycling facilities is available under work category 452. The principles and conditions set out in the work categories below apply to property purchases for work category 452:

Where the property purchase cost for a project exceeds $500,000, a property phase must be set up in Transport Investment Online (TIO) using the appropriate walking or cycling work category. Where the property cost is under $500,000, the cost may be included in the construction/implementation phase.

Submitting activities for NLTP consideration and funding approval

Approved organisations and Waka Kotahi (for its own activities) submit these activities using the improvements module in  TIO.
