WC 534: Public transport facilities and infrastructure - renewals

Introduction

Work category 534 provides for the like-for-like renewal of facilities and infrastructure associated with the delivery of contracted public transport services. 

Qualifying activities

Work category 534 is available to the public transport infrastructure activity class.

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to the like-for-like renewal of:

• stations, interchanges or terminals, shelters and ferry berthing facilities and associated equipment
• car and bus parking facilities for the above
• safety and security installation and upgrades at facilities
• signalling for the efficient operation of services
• park and ride infrastructure including cycle storage at facilities
• pedestrian and cycle access to bus facilities
• replacement of customer-facing technology associated within a facility renewal – this is part of the facility renewal cost.

Like-for-like is defined as providing for a modern replacement built to current design standards appropriate for the network that is to be serviced over the life of the new replacement facility or infrastructure.

Exclusions

The work category excludes any costs for:

• new facilities and infrastructure improvements over $2 million per activity, which are funded under work category: 561 (bus related), 562 (ferry related) or 563 (rail related)
  Work category 561: Passenger facilities and infrastructure improvements – bus
  Work category 562: Passenger facilities and infrastructure improvements – ferry
  Work category 563: Passenger facilities and infrastructure improvements – rail

• new facilities and infrastructure improvements under $2 million per activity, which are funded under work category 532
  Work category 532: Low-cost, low-risk public transport improvements

• maintenance, operational and security costs related to public transport facilities, which are funded from work category 514
  Work category 514: Public transport facilities and infrastructure – operations and maintenance

• any facilities operated and maintained by Kiwirail or any other facilities where a lease arrangement is in place
• renewal of public transport vehicles, which should be included in the contracted cost for delivery of the bus, rail or ferry services
• renewal of any on-board public transport vehicle equipment or customer facing technology, which are funded from work category 525.

The usual funding assistance rate (FAR) is:

• the approved organisation's normal FAR
  Normal funding assistance rates

Submitting activities for NLTP consideration and funding approval

Approved organisations submit these activities as part of their public transport continuous programme using the public transport continuous programmes module in Transport Investment Online (TIO).
