WC 525: Operations and maintenance of real-time and ticketing systems

Introduction

Work category 525 provides for ongoing operational, maintenance and management costs associated with electronic information and data management systems such as electronic ticketing and fare systems, real-time information systems and associated operating systems necessary to support the delivery and operation of bus, ferry and rail public transport and Total Mobility services.

Qualifying activities

Work category 525 is available to the public transport services activity class.

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

• operation, maintenance and renewal of real-time information systems including management and analysis of the data generated from the system
• operation, maintenance and renewal of ticketing systems including management and analysis of the data generated by the electronic ticketing system, including paper-based or smart card fare and ticketing systems
• “like-for-like” replacement costs of existing systems.

‘Like-for-like’ is defined as providing for a modern replacement built to current design standards appropriate for the network that is to be serviced over the life of the new replacement system.

Exclusions

Work category 525 excludes:

• improvements to electronic ticketing or real-time information systems and equipment – this is covered under work category 554
  work category 554: Technology to improve effectiveness of public transport systems

• any equipment included within a contract for the delivery of a service, where this is funded from the corresponding bus ferry or rail service work category
• any replacement of technology associated with a facility renewal – this is part of the facility renewal cost, funded under work category 534.
  work category 534: Public transport facilities and infrastructure – renewals

Funding assistance rate

The usual funding assistance rate (FAR) is:

• the approved organisation's normal FAR.

Submitting activities for National Land Transport Programme consideration and funding approval

Approved organisations submit these activities using:

• the public transport continuous programmes module in Transport Investment Online (TIO)
