WC 514: Public transport facilities and infrastructure - operations and maintenance

Introduction

Work category 514 provides for the management, operation and maintenance of off-vehicle facilities and infrastructure associated with the delivery of public transport services separately identified by mode or for multi-modal use.

Qualifying activities 

Work category 514 is available to the public transport infrastructure activity class.

Public transport services and infrastructure

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

• maintenance and general security of public transport facilities, including bus stops, park and ride facilities and public transport ferry terminals, passenger rail stations and multi-modal interchanges
• leases for public transport facilities (including park-and-ride, passenger ferry wharves exclusively or primarily associated with contracted passenger ferry services and associated access)
• operation of facilities with respect to staffing and energy, water supply and communications costs
• loan (principal and interest) repayments where agreed by Waka Kotahi NZ Transport Agency
• the management costs and overheads associated with the activities funded under this work category.

Exclusions

The work category excludes any costs for:

• Adshel-provided shelters
• rail facilities operated and maintained by Kiwirail at no cost to the National Land Transport Fund
• new facilities and infrastructure improvements over $2m per activity, which are funded under one of these three work categories: 561 (bus-related), 562 (ferry-related) or 563 (rail-related)
  Work category 561: Passenger facilities and infrastructure improvements – bus
  Work category 562: Passenger facilities and infrastructure improvements – ferry
  Work category 563: Passenger facilities and infrastructure improvements – rail

• new facilities and infrastructure improvements totalling under $2m per activity, which are funded under work category 532
  Work category 532: Low-cost, low-risk public transport improvements

• new technology solutions to improve the performance of contracted services funded under work category 554
  Work category 554:New technology to improve effectiveness of public transport systems

• like-for-like replacement or renewal work related to existing on-vehicle ticketing or real-time equipment can be funded from work category 525
  Work category 525: Operations and maintenance of real-time information and ticketing systems

• like-for-like replacement or renewal work related to existing facilities and infrastructure can be funded from work category 534
  Work category 534: Public transport facilities and infrastructure

• maintenance of bus lanes and bus ways (this activity is funded through the relevant road maintenance work category of the road controlling authority)
• facilities not owned by an approved organisation, unless there is an executed agreement on public use and charges for use.

Funding assistance rate 

The usual funding assistance rate (FAR) is:

• the approved organisation’s normal FAR.

Submitting activities for National Land Transport Programme consideration and funding approval 

Approved organisations submit these activities using:

• the public transport continuous programmes module in Transport Investment Online (TIO)
  Transport Investment Online(external link)
