We’re approaching the end of the financial year and would like to remind you of the process for submitting your final claims for the 2021-24 NLTP.

Our claims system in Transport Investment Online (TIO) will shut down for two weeks between Monday 15 July and Friday 26 July to process claims and carry over unspent allocations into the next financial year.  

To give us time to process and authorise claims, and adjust Funding Assistance Rates (FARs), we're asking you to do the following by Monday 8 July 2021:

  • Create your draft final claims in TIO and submit them as soon as possible. 
  • Submit any final claims for activities where adjustments need to be made to take account of FAR policy (e.g. Emergency Works, including NIWE Recovery activities).
  • Submit any supplementary review requests. These will only be accepted for amounts less than $50,000 where final accrued expenditure has exceeded the remaining approved funds and the review request is supported by the Investment Advisor.

To achieve this, all final claims must be submitted in TIO by 5pm on Friday 12 July 2024 to allow the Investment Advisors to authorise by 10am on Monday 15 July 2024.

Annual Achievement Returns must be submitted by 15 July 2024 and will be available in TIO from 17 June 2024.

We understand that the deadlines are very tight. To assist with meeting the deadlines you can submit claims based on accrued costs rather than invoiced costs. However, we would not expect material differences between accrued and actuals.

Interim funding

At the May 2024 NZTA Board meeting interim funding arrangements for the 2024-27 NLTP were approved. These allow Approved Organisations to claim against continuous programmes while there is no adopted NLTP in place.

If councils need to make a claim for continuous programmes and committed low cost low risk (LCLR) programmes between the start of the 2024/25 financial year and the adoption of the 204-27 NLTP they can contact heather.benwood@nzta.govt.nz for support with this process.

Councils will be unable to submit claims for new LCLR projects until the Board has adopted the 2024-24 NLTP and they have been notified about their programme funding.
