The 2018–21 National Land Transport Programme (NLTP) represents an investment of $16.9 billion in the transport system to keep New Zealand moving. This includes $12.9 billion from the National Land Transport Fund, co-investment of $3.4 billion from local government, and $547 million in Crown funding.

Priority is given to activities that give effect to the priorities set out in the 2018 Government Policy Statement on land transport (GPS) on safety, access, value for money and the environment.
