The Commercial Vehicle Safety Programme (CVSP) takes a high-tech approach to help make our roads safer by directing heavy vehicles into a Commercial Vehicle Safety Centre (CVSC), where officers can safely carry out thorough inspections.

The programme helps create a more level playing field in the freight industry by ensuring operators comply with regulations.

A high-tech way to make our roads safer

The Commercial Vehicle Safety Programme involves using intelligent software and other scanning equipment built into the road. As a heavy vehicle passes over scales at normal speeds, the software identifies if the vehicle is overloaded and those vehicles are directed into the CVSC.

These are sites where enforcement officers can do checks on heavy vehicles, including weight, brakes, road user charges, certificate of fitness, logbook, and alcohol and drugs.

The road so far

Since 2019, upgraded CVSCs have been completed in Glasnevin in North Canterbury and Paengaroa in the Bay of Plenty.  Work started on a third CVSC, at Rakaia, in South Canterbury, in January 2023. The next two CVSCs to be constructed will be at Mackays Crossing, Kāpiti, and Ohakea, Manawatū.

The CVSP’s success has been achieved through close collaboration between Waka Kotahi and NZ Police, and a focus on engaging with local communities and the freight industry.
