National Land Transport Programme funding data

The National Land Transport Programme (NLTP) funding dashboard gives councils easy access to NLTP data and information to help with business reporting and analysis.

The dashboard shows:

  • all NLTP funding that has been approved and claimed to date. You can filter by region, organisation, activity class and work category, NLTP period and NLTP financial year, and project.
  • approval times for funding requests in working days. You can filter by NLTP period and year, region, organisation, activity class and work category, request type and project name.

Any filters you apply in the first chart will automatically apply to the subsequent charts in the dashboard.

You can export the data by clicking on the export icon at the top right of each chart or table or right click anywhere in the funding timelines chart.

Dashboard terms and acronyms

  • Activity classes: groups of similar activities, as defined in the Government Policy Statement on land transport (GPS).

  • Approval days (post IQA): Time Waka Kotahi takes to review and approve or decline a funding request, including processing, decision and administrative time.
  • Approved Organisations (AO): organisations approved under the Land Transport Management Act (LTMA) that invest jointly with Waka Kotahi in transport activities. They include regional, local and unitary authorities, Department of Conservation, Auckland Transport and Waitangi National Trust.
  • Approved: funding approved for the activity in the relevant NLTP period.
  • Approved + likely: sum of funding approved and funding that investment advisors assessed as likely to receive funding based on its profile and evidence provided. This is out of the list of activities yet to be considered for approval.
  • Budgeted: indicative level of funding included in the NLTP. This is aspirational, rather than guaranteed spend.  
  • Cash flow adjustment: variation to the phasing of the allocated funding for an NLTP activity. Approved organisations may bring forward funding allocated in future years or transfer current year approved funding to future years. This can only be done if the total approved funding does not change for the current NLTP period.
  • Claimed: expenditure claimed to date. For completed years, this is the same as the approved funding. 
  • Cost/scope adjustment: variation to the funding allocated to an NLTP activity. The main reasons are a change in the scope of the activity or a change in cost (e.g. as a result of an indexation of a contract on the price of bitumen).
  • Investment Quality Assurance (IQA): review of funding requests to ensure that the information provided for investment decision-making is complete, fit for purpose and meets all requirements. 
  • Last decision year: the year when the funding was approved or declined. It is not relevant to funding information and may have an impact on the dollar amounts displayed on the funding graphs. Make sure the filter is removed when navigating from funding approvals to funding.
  • National Land Transport Programme (NLTP): a three-year programme that sets out the activities that can receive funding from the National Land Transport Fund (NLTF). 
  • New approval: approval from Waka Kotahi for a new activity (as opposed to a cost /scope adjustment or a cash-flow adjustment), under section 20 of the LTMA. 
  • New approval programmes: approval for a new programme of work (made of multiple activities, eg the national road safety advertising and education programme). 
  • Project type: 
    • BC_EMERGENCY: projects linked to emergency works. 
    • CC_IMPROVEMENT: projects linked to improvement works.
    • CC_LCLR: projects linked to ‘Low Cost Low Risk’ programmes.
    • CC_MAINT: project linked to maintenance works.
    •  CC_PROGBCASE: the template for Programme Business Cases.
    • CC_PT: project linked to Public Transport works.
    • CC_RESILIENCE: project linked to network resilience works.
    • CC_RLTP_MGMT: project linked to Regional Land Transport management work.
    • CC_RSP: project linked to Road Safety Promotion work.
    • CC_STRATEGIC CASE: strategic cases. 
  • Regions: local government regions – areas within the administrative jurisdiction of a regional council. These match the list used to develop and manage the NLTP (18 regions in total). 
  • Support for programme business case: a programme business case includes all the activities or projects which will be delivered under that umbrella. Support for a programme business case does not result in the approval of funds. It validates the logic for the programme and support for its delivery and can help with the subsequent approval of projects or activities to be delivered under it. 
  • Support for strategic case: strategic cases are the first step in the lifecycle of a (generally) large project, before submitting a programme business case or a single-stage business case. They can only be ‘supported’, as no funding is approved at that stage. 
  • Working days: Monday to Friday (no weekends).

Data use and quality caveats

The data reflects what has been entered in the Waka Kotahi Transport Investment Online (TIO) system. Although this data is updated regularly, there may be some differences between the dashboard data and anything that was recently updated in TIO.

The NLTP is published at a national level and by activity class only and is not further broken down by organisation, project or region. Some of the results in this dashboard will not correlate to the published figures and should be treated as indicative only.

Detail on funding timelines and approvals data

All funding approval times are in working days. Funding approvals are shown for each funding request made by an approved organisation. If you select a funding request and then go to another graph, remember to check the filters. The other graphs filter the data at project level rather than by funding request.

The time Waka Kotahi takes to approve a funding request is only the sum of the Investment Quality Assurance (IQA) time (shown as Days IQA) and decision time after the IQA (shown as Approved Days post IQA). It does not include time with an approved organisation. We included it in the dashboard to represent the full approval cycle.

The average per month only calculates the average of those requests which have an IQA-completed date.

The funding approvals sheet aims to show the time it takes to approve funding requests. Some funding requests will not appear in your search results as the system ignores requests where delays have occurred due to deviation from the normal process (for example no IQA end date entered in the system).
