Wairere Drive: Pukete Road to Resolution Drive 4-laning – investigation and design funding

Purpose

To seek the Board's approval for funding Hamilton City Council's (HCC's) Wairere Drive: Pukete Road to Resolution Drive 4-laning, Investigation and Design funding in north Hamilton.

Resolutions

The NZ Transport Agency Board:

  1. approves funding for the investigation and design of Hamilton City Council's Wairere Drive: Pukete Road to Resolution Drive 4-laning project at an estimated cost of $1.95 million and a funding assistance rate of 55% (NZ Transport Agency's share $1.07 million) from N funds, following a peer review confirming the economic evaluation;
  2. notes that prior to an application for construction funding being made, Hamilton City Council must review the project for consistency against the strategic objectives of the revised Access Hamilton strategy; and
  3. notes that the construction cost of the project (Option 1) is estimated at $26.6 million the 95th percentile construction cost is estimated at $28.6 million and the 5th percentile at $24.3 million; and
  4. notes the reasons for this decision are as set out in the Reasons for recommendation section; and
  5. agrees to take Board paper 08/10/0067 out of Committee when the Board has published the notice of decision.

Reason for the decision

The project contributes positively to the objectives of the LTMA, particularly economic development. Travel times and reliability of travel will be improved on a route which is of high strategic importance for Hamilton, although the route is unlikely to be identified as critical.

The project will effectively address issues of severe congestion on a route where levels of service are predicted to fall to E or F by 2012, and the local importance of this is recognised. Although the impact of this project on the Government Policy Statement targets is likely to be relatively small, there is sufficient evidence of positive contributions to the wider LTMA objectives to recommend funding.

The assessment profile is medium seriousness and urgency, medium effectiveness and high efficiency. We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
